EDITOR'S NOTES: This book was scanned from the 1918 edition with very few editorial changes. I did correct some minor printing errors. I also changed the spelling of "wilful" and its cognates to the more commonly accepted "willful." The major formatting change I have made to this book is to employ block quotes for the longer quotations. I think this makes the book much clearer. It is easier to tell when the author is giving his own opinion, and when he is quoting some authority. Asterisks were used by the author in quotations to indicate ellipsis.
